Singapore flap Surgical procedure. The Singapore flap refers to a piece of tissue from the thigh— comprising muscle, nerve and blood vessels— used in vaginal reconstruction. This procedure, pioneered by plastic surgeon Julian Wee and paediatric surgeon V.T. Joseph, was first performed at the Singapore General Hospital in 1992. It is carried out to create a vagina for patients who have been born without one, or who suffer from vaginal defects such as recurrent pelvic malignancy.
