Electoral Boundaries Review Committee Government committee determining the geographical division of electoral constituencies. The Electoral Boundaries Review Committee (EBRC) has no constitutional standing and there is no law that mandates its creation. Typically, the prime minister appoints the committee just before a general election to review the electoral division boundaries and recommend changes. The five- member committee comprises a number of senior public servants as well as the head of the Elections Department. It considers factors such as population growth and population shifts arising from housing developments since the last boundary delineation exercise before issuing its report. Once the government accepts the EBRC’s report, changes to the number of constituencies and their corresponding boundaries are effected by publication in the Government Gazette.
